Can I make a personal injury claim for a car accident if there is no police report?

Yes.  Sometimes car accident victims do not call the police or the police officer does not make a written report regarding the wreck.  The lack of police report does not preclude your claim, but it does make it more difficult if there is not a neutral third party providing an observation on fault.  You should always insist on calling the police and the officer making a report so that you have evidence of who is at fault that you can present to the insurance company covering the at-fault driver.
