Gas Explosion Investigation

Any time there’s a gas explosion, various agencies are called in to investigate the incident in order to learn what happened and why it happened. Normally, the owner of the natural gas pipeline involved in the accident will perform an investigation. The insurance companies involved normally do their own investigation as well. Depending upon where the accident occurs and what is involved, the state railroad commission may also be brought in to perform a separate investigation. Each agency goes about performing their investigation in accordance with by-laws previously established. Though each agency’s investigation should be thorough and complete and include all details about the explosion, the findings reports can often contain greatly varying information. In one such case in Texas, a couple’s house exploded injuring both of them. When the gas utility company report was released it basically said that the house had exploded due to a build-up of carbon monoxide. Therefore, the gas utility company concluded that they were not legally responsible for the damages. In the report done by the Texas Railroad Commission, it was discovered that two natural gas compression couplings had leaked in a main gas receptacle located behind the home in the alley. This report also disclosed the fact that several dozen homeowners in the neighborhood had reported smelling gas in and around their neighborhood weeks before the explosion. The gas utility company denied receiving these reports. In order to receive compensation for their losses this Texas couple was forced to obtain legal counsel since the gas utility company refused to admit responsibility. The reports that were completed by the railroad commission and the insurance company became important evidence in the ensuing legal battle. Investigators come to a scene like this completely unbiased and observe all evidence available much like the Crime Scene Investigators do when there’s a violent crime. Evidence is carefully collected and all pertinent data recorded. Witnesses are also questioned and their statements are recorded. Any physical equipment on the scene such as pipelines, fittings and other items are carefully inspected and photographed so that all information that might have caused or contributed to the accident can be ascertained. Investigations such as these are very necessary in order to learn exactly what happened and why and they serve numerous purposes. Often, these reports help to get laws changed or equipment recalled so that similar accidents do not occur over and over again.
