The police officer should document:

You can also purchase a copy in person from police headquarters at 911 N. Raynor St, El Paso, TX 79903 during the hours of 8:00 a.m. to 5:30 p.m. on Monday, Tuesday, Thursday, and Friday, or between 8:00 a.m. and 2:00 p.m. on Wednesday.
To get your copy by mail, you will need to send a stamped envelope with a check in the amount of $6 (plus $2 extra for a certified copy) made payable to The City of El Paso. The mailing address is EPPD Records Division, 911 N. Raynor Street, El Paso, TX 79903.
